Amsterdam’s Rivierenbuurt turns out to be fertile ground for Halloween. What began in 2021 as an intimate neighborhood gathering on Maasstraat for a handful of families has expanded into a lavishly costumed spectacle drawing 1,200 children trick-or-treating for candy.
